HBA Charitable Educational Foundation (HBACEF)

 

Currently in OH, we lack 65,000 construction workers — and this shortage extends across the country. As we face a growing demand for skilled workers, it is crucial to equip our youth with the practical skills and experience necessary to succeed in various trades and vocational careers.

Our Pre-Apprenticeship Certificate Training (PACT) program serves as an essential bridge, providing students with firsthand experience and foundational knowledge before they enter the workforce or pursue formal apprenticeship opportunities.

We partnered with Mayfield High for our pilot PACT program in 2023 with six students. In 2024, the program grew to 30+ students and two more high schools — Willoughby and Eastlake are rolling out the program this fall. We also have two more Northeast OH schools waiting and we are porting our PACT program to the Columbus area in 2026. This will result in almost 200 students with the potential of 100% placement.

Our HBA Charitable Education Fund (HBACEF) grants provide the schools' start-up costs and fees to implement the PACT program. To date, all participating students have internships in local construction companies with opportunities for permanent employment upon graduation.

Vocational schools cannot address the severe trade shortage we are experiencing as they cannot meet the demand of students applying. Bringing the PACT program into all high schools will really make a difference.

Our PACT program helps high school students:

  1. Gain Relevant Skills: Through PACT students are developing skills in 9 specific trades, such as carpentry, electrical work, plumbing, HVAC, etc. This early exposure will better prepare them for successful careers.
  2. Enhance Employability: By earning a pre-apprenticeship certificate, students improve their resumes and appeal to employers who increasingly seek candidates with practical experience and training.
  3. Encourage Industry Partnerships: This program is fostering collaboration between local businesses, educational institutions, and community organizations, ensuring students receive the most relevant training and potential job placements.
  4. Promote Economic Growth: Investing in our youth's education and vocational training will contribute to a more skilled workforce, benefiting our local economy by filling essential positions and driving job creation. Moreover, these jobs are local, so the students can stay in their communities, become part of the fabric of their towns while preventing the 'brain drain' and population slide experienced here in Ohio.

Many people talk about the need for Workforce Development, we are doing the work and making a difference by having graduates working in the community.
